If im a lvl 22 fishing and I go to fish shall shells which are lvl 38/53 acording to clan wind will I get skill ups? and whats better to catch them with a Robber Rig or a Rogue Rig?

I used Rogue Rig.

Will I get skills ups though?

Yes you will get skillups.

As good as fishing for something else lower to my lvl?

Shall shells are great. They are easy to identify, isolate and very easy to fight.
Rogue rig will hook more rusty items. Robber rig won't hook rusties as much.
If you have Lu Shang you can pull everything up.
But if you use halcyon, you better cancel all items.
Because rusty subligar will snap halcyon's line.
Shall shell will be the slowest thing to drain stamina down.
Everything else will drain really fast, and that's how you know if you hook an item or shell.
