I think they've fixed all of the no-trade bugs. Unless I'm mistaken it's all been nerfed.

what happens if a mayor wins an election and city hall has no-trade items, does the structure not transfer? what exactly happens because i have this in process and want to be sure to get the building, even if i cant have the items.

yes you get the building, Just none of the no-trade items. It wont allow you to pick them up. I actauly had a freak thing happen to me awhile ago and was able to pick up GCW awards, But it was some odd bugg.
