Ok so not sure if this is a cheat or a tip, but there is a quest called Still Water, in an area called Delmerin Tarn. I'm not sure who gives it as it was shared, but the quest gives you a potion that gives EB for 30 mins. The potion can be used anywhere, and will always be in inventory so long as you don't finish the quest.

For the noobs,

EB = Enduring Breath(Breath Underwater)

works =) been doin this for a while, just never really thought to post anything about it cause i use it so rarely. But nice to have when you need it.

Delmerin Tarn is the lake south of Bordinar's Cleft, the Dwarven city.

Its a small area so should be pretty easy to find the quest giver
