Exploit or no? and how do you target the opposing player?

No it is Mind Vision and no its not an exploit. With the new patch the fixed it to where you have to be in the general area to be able to use it.

Wow I never thought of that.. /target, mind vision hiding flag carriers? Psh, I always find out about cool stuff after its fixed

It's not really "fixed" its still part of the game its just a little nerfed you basically have to be on the enemies side of the map for it to work, but other than that you can still mind vision the Flag Carrier, just /target whoever has it then cast mindvision. Its very effective.

Doesn't it say player not in line of sight?

I don't know but you can use eagle eye as a hunter and you can also send out your pet to scout around while you hide behind a tree or something. That's all I do especially since my pet has stealth.
