As mentioned before, the current workaround is to type: /script SetDungeonDifficulty(1)

This will set heroic mode at the normal level, allowing entry into dungeons. If you experience any further issues with this, you should contact in game support.

This is true. Heroic mode must be unlocked through various means for each particular dungeon in Outland. Only the five-person dungeons in the expansion will have a Heroic setting.
