there is no perfect spec that is amazing for both PvP and PvE at lvl 70, however, an ice grinding spec is really good for leveling. Frost is more survivability, and Fire is more burst damage.

If your looking to level up fast, if you have alot of high level friends who dont mind helping you, just running instances over and over is incredibly fast for gaining expierence. Instances that are ment for 10+ levels for you.

Also, if you are horde you might want to check our Joana's Leveling guide (1-60 in 4 days 20 hours played time)

Or if you are alliance, check out Brian Kopps.

What I would do is just grab all the quests in your area and do as many as you can, it really goes way faster that way then just grinding, this btw is the basic principle behind joanas guide.

As for what spec I think you should go frost, it is really versatile.

Questing is always quicker, because it usually involves, or can involve, a quite a bit of grinding in itself, and then the bonus xp at the end is well worth it. Plus, grinding is so boring that you're more likely to take more breaks, or work slower, meaning that overall you'll rogress less. Quests keep the game more interesting, and encourage you to spend just that little bit longer on something - as I'm sure we all know!
