Hyjal is a locked zone that you can get banned for going to

I think, blizzard stopped banning Hyjal visitors on our server, because thousands of players were there already and noone got banned for that. On the weekends me and my friends bring 200+ ppl to Hyjal (usually 2-3 full raids a day). I don't think, that blizzard wants a server without players
