The easiest way to get this achievement is to go to WvW so that you will be lvled up, and then attack the innocent, harmless animals. Ofcourse, if you are actually level 80, get some great that maximises your attack and let loose on the birds and rabbit. You will hit for loads and this will count for the achievement.

Another option is to go South of Fisher's Eye Bridge in Timberline Falls (Near the Ettins)

You may do this as many times as you wish assuming you can join other server overflow maps otherwise the spawn time ranges. Easiest is to pickup the club and find a pack two or more level one animals roaming around and hit smash. You'll get around 35k+ hits.

Was out exploring and found a even better area, it's inside the Qaundry Scratch, in Steamspur Mts area. Pickup a blaster to test out and go find some animals.

79k a shot - prototype lasts forever while in area.m

I finally did this achievement. In Sparkfly Fen, there is a heart NPC named Kamma. She will give you an experimental weapon. Take that weapon, find the nearest frog, stand as close as possible and fire the 1 attack. Over 300k damage and achievement in the bag! :D
