Step One: Have a friend play as a CRIMINAL.
Step Two: Join the same district. (If having troubles get who ever in in the district type /WHO and give them a name of the same force.Example: Joe Criminal or Jill Enforcer.)
Step Three: Find a safe place to hide vehicles about 300-500 meters away from the impound lot.Bring all the bank trucks or stolen vehicles to that spot and keep parking vehicles there. (Bank trucks give you more money dependent on your bonus, at 4 stars they give $262.)
Step Four: Constantly do this till you reached a decent amount of money and you can become rich beyond your wildest beliefs.
