It's ridiculous, since selling items to NPCs is really the only way to get cash into the economy. By preventing any sales to NPCs, they are preventing cashflow. In other words, only the uber will have horses or anything larger than a 2 bedroom appt.

I think what he ment is that only "adventurers" and "hunters" will have any kind of money to speak of, and be the only people putting money into the economy, and as such would controll the market prices.
