Depending on options, it will either do work orders with the taskmaster you start with until they dry out then switch, or it will alternate between the two each set of three.

I take it instead of quality you mean difficulty.
The bot determines the difficulty of a work order from the taskmaster by clicking a work order then internally reading the tooltip memory which gives the work order type, difficulty and skill. It begins from the top of the list (where difficult wo are) and works its way down. The subsequent passes will scroll down to the last position from the first scan which helps speed things up a bit. Obviously, clicking each one is time consuming (even though it goes through about two or three per second) if you're doing easy work orders and it has to go through difficults and moderates before reaching them. Specifying the number to skip from the top will start the first pass by scrolling down the exact amount to bypass checking that number.
And other one not sure about are buy utilities after ?? combines and the repair gear after ?? buys.
I assume after it guys from util guy 5 times it will go repair? but what about the other one? It has 15 in there as default I was thinking it meant after so many crafting jobs are completed but with 15 in there was wondering if i am wrong or not?
The first option only applies if you are making real items (armor, bags, ingots, etc.) After the specified number of completions, it will make a trip to the utility vendor to restock.
The "repair gear after..." option is the number of passes to the utility merchant (or sets of three work orders) the bot will wait before attempting to repair your gear. The bot can run about a 6-8 hour stretch before gear starts hitting 0% and quality suffers greatly. That means much fewer trips to the repair merchant are necessary.

Top down, each run to the taskmaster starting at the position specified by the number to skip and will take the work orders within your range at the greatest difficulty first.
For long wo runs, take advantage of the alternate between taskmasters option. this will cause the bot to do 3 refining wo then 3 finishing wo, rinse, repeat. This helps in areas where there aren't a whole lot of wo available and tend to "dry out"... in other words, there aren't enough on one tm to recycle recently completed wo before you run out of ones meeting your criteria.
Further, in areas where there are lots of wo, it will ensure your skills increase for both finishing and refining (bot automatically regulates skill gains to achieve whatever targets you specify)
