Yes Say the lvl 5 u have has 10 charges and the lvl 90 had 6 on his well u had to use 1 so now that one has 5 well u still have 15 more respecs because once ur registerd 90 it stays that way

Right but now that you have a new 90 , could you drop the respec device back in the city hall, elect a new level 5 as mayor, and respec him up to a 90?
