At what levels are you alowed a full skill reset i have spread my skillpoints around and am not happy with the player i have now at level 14

Is the storage box universal across all players can i use it to give items to a new player should i decide to remake my mystic ?

What is the path to necromancer ? human mistic -> ??? -> necromancer i belive ?
