I doubt you'll find the free vent server (but if you do, let me know! lol). Our guild uses a 50 man Teamspeak server which is about $18/mo roughly so its not too expensive. As for a good hosting site, I just own the domain name for our guild and the website is hosted from a spare PC at my home. This could be the most cost effective one for you, the domain is usually about $7.99/yr from DomainSite.com . With your isp, you may also be able to have a webpage for free (included in your monthly price for your internet really) and that could solve your problems.
If you plan to have a somewhat large guild with may members who access the website, you need to take into account the amount of data transferred each month if you purchase hosting (some places only alott a specific amount of transfer a month).
For the roster setup, I had found and I now religiously promote WoW Roster. You can find this at
www.wowroster.net . Not only does it update your guild info, it can also work with other members and they can upload their character stats etc etc. It uses two add-ons for the members and 3 for the leader/officials. Character Profiler, PVP Log, Guild Profiler. The latter of the three would go to your officers/leader.
If you plan to use forums, PHPBB2 is pretty stable and good to use. If you host it yourself, you need to have PHP and MYSQL installed on your PC to use this. If you host elsewhere, your web hosting provider must support the PHP and MYSQL in order to use the PHPBB2 forum system. As for the DKP, as it was suggested oin a previous reply, your best bet would be to go with the eqdkp. I haven't seen much of anything else out there except that, or doing all the work manually. All in all, its a bit of work to get it all going, but once its up and running, it will basically run itself. If you need help with anything (setup, config, etc) feel free to shoot me a PM.
