This keygen allows you to essentially steal a key as if you went to a store and took a key out of one of the boxes without paying for it. THAT IS ILLEGAL. It breaks the law. You can be put in jail for it.
Using any of the third party programs to exploit the bugs in the game or setup macros to do stuff automatically is against the EULA which you agree to. The EULA is a contract. The most it could be is a civil lawsuit...which is not breaking the law. It is not a criminal act. The most that would happen if you were sued like this is you'd have to pay a fine/restitution or maybe do some community service or something...jail is not an option in civil suits. Instead what they do is just ban your account.
Using this keygen on the same ip that you use to play the game with a legal key will probably get your ip banned completely from their servers (which means your legal key will be useless too). They will be able to see multiple attempted account registrations from one ip...and will probably take action against any ips that use something like this. If they really wanted to go after you they could probably get the authorities involved and have you arrested for attempting to hack their servers. It's the same as if you were brute force cracking a password.
The multi client allows you to run two copies of the game on one computer. It's only against the EULA because it uses a third party program. Aside from that everything having to do with the multiclient follows the game rules. You need to have multiple active accounts to be able to play more than one copy at a time. the multi-client allows you to run two on one comptuer instead of having to have two copies installed on seperate computers. Nothing about the multi-client is ILLEGAL. Again...at most it's you breaking the contract (the EULA) you have with Anet, which is a civil matter.
edit: after reading a bit about it it seems like Anet would consider the the multi-client loader against the EULA since it is a 3rd party program. Have they officially said anything about using a loader program like the multi-client loader? They probably just don't care about people who do use the program since it allows people to buy more accounts.
