Remorseless Attacks should affect Hemorrhage. There is an active bug with this talent. The tooltip is correct, but the effect is not being applied. This is being worked on currently and will show up in a future patch.

Remorseless Attacks was stated to be fixed in a future patch, but it appears that it has been given some priority for a hotfix. Remorseless Attacks should now properly apply the critical strike bonus to Hemorrhage. This should be live right about now.
