There is a city that I am a citizen in and it's dead... is there an exploit to take over the city as mayor?

no exploit needed just run for mayor and if nobody runs against ya then you take over the city.

Correct. You only need to outvote the current Mayor. If that doesnt happen, then its obviously not dead. :P

What about "zoning rights"?

You cant get zoning rights unless militia gives it to you. You cannot transfer structure anymore. The only other way is to build on the border of an expanding city.

You have to be the mayor of your player city to do it and have lots available. You don't have to have lots available if u already are the owner of a structure.

You must place the transferee onto the admin list of the house before using the command.

MAYORs NOTE: after transfer the owner gets automatically knocked off the admin list. SO then u could ask the transferee to add u back on as admin, if that is what is needed.

2 lots for small houses (200 items)

2 lots for medium houses (200 items)

5 lots for large houses/ guild halls / bunkers. (400 items)

Militia members are not allowed to do transfer anymore.

EXISTING FACTORIES within player cities with non mayor owner can be transferred to any citizen of that city with 1 lot avail per factory. Both need need zoning rights first from militia or the mayor.
