this is on InfiniteAion im not sure if it works on retail.
but you could try it out, im lvl 21 and im getting between 4.9-4.2 K Exp for each one.

I know when i was going through there only about 10% of the boxes were one hit, rest spawned a mob

well u play on retail or infinite? cuz on infinite u one hit them all. im 100% sure

"Abandoned Cargo" is a quest box/mob on the Cantas Coast around the Vert Observatory.

90% of the boxes contain a creature and 10% on retail are just empty boxes it's a scripting element that infinite got wrong.

plus in live you do not get xp off of the 1hit empty boxes. nay.
