We tracked down a possible fix. This fix will need to be verified and then we'll schedule the fix to be pushed out to the live services during a maintenance window.

You may continue to experience chat issues until this fix is pushed out. We'll update everyone as soon as we know the issue is resolved.

UPDATE: A chat fix has been pushed out to all U.S. galaxies. European galaxies will get the fix later today during their normal maintenance window (8 PM PDT). Please discuss chat issues here.
