There are only 4 ways to become attackable by other people and all are voluntary. 1) Enter a designaged PvP zone (land or space) 2) Take a special smuggler mission 3) decide to voluntarily to become a active faction member (called special forces) 4) have a bounty placed on you by another player whom you killed while in PvP zone or Special Forces.

If you do not want to be attacked, do not do any of the above. If you voluntarily engage in PvP activity and you're of low level, expect to be killed.

I personally make a point not to attack low level people unless they attack me first. Many people follow the policy "if you're red (PvP) you're dead".

I personally think that SOE should have level restricted PvP zones like City of Villains so people can learn how to PvP without being slaughtered by higher level people.

There is another way. After killing X number of Factional NPC, your bounty builds up slowly.
