When you attain a new satchel, you can take an item from your main inventory, drag it onto a satchel. From this satchel, pickup the item, and drop it into another satchel (goes from that satchel, to inventory, to satchel 2, without dropping it in inventory). What it does is allows you to carry more than the allowed amount of items.
