There is a way in the game at the moment to transfer a person's guild hall to your own lots. Here's how it works:

1. You must be in a guild, and get elected guild leader. Due to all the people that have left this game, many guilds have only a few people and it shouldn't be too hard to win the election.

2. As guild leader, you have extra options available at guild management terminals. The same options are available at every person's guild hall OR bunker that are in the same guild as you (NOT JUST the "main" guild hall). One of those options is to "Transfer PA hall lots to myself", which will place the structure under your direct control. Now, the only condition for that option to be available is that the person has to have been offline for more than 28 days. Given the fact that many people have left this game, there can be many guild halls AND bunkers available with sometimes very valuable items inside.
