The Etrial Spirit(Obi Wan) should appear after you finish the all the quests.
Finish part I and part II of Fate of the Galaxy. Get a high leveled buddy
to meet you at the door at waypoint 183 3097. When you click the door a
popup should come asking you to come in. Invite your buddy and then click yes.
Once both of you enter, you stay back and have your buddy walk to the alter
kill every thing and get the buff of his choice. But either of you can loot the skiff.
Once all that happens you both leave. Wait at the door 2-3 min and Obi should
spawn and you get part I again and you repeat til 90 or until you get as much
skiffs as you want.

Isnt something like this already posted? Like being able to do this mulitple times with the help of a friend? I think so....So nay
