i can't download eny thing : General & Trouble Shooting

when i go to download something it comes to a page,that says for first time members...you get the point.It also logs me out.

I get that too when I try to enter any of the topics here http://www.taultunleashed.com/phpbb2/fo ... grams.html
I get logged out. Guess I need to pay that thing to enter them.
