He doesn't have to pay, he could buy his way in through submitting something useful or contributing to the community in some way.

I've submitted 3 exploits and still havent gotten in (or even recieved any info)

I understand that Tault must be flooded with messages, but I wish they would give us some guidelines to be able to tell if they already have the exploit/Guide/Anything else we are submitting. I won't ask them to notify us about it but at least make a page that lists Most(or all if possible) of the exploits/Anythign else they alrewady have.
