Is it automatic or do i have to wait for an admin to enable it. Payed using paypal but don't have premium yet

once in a while there is a hiccup. TA will have to enable your account manually when he sees this.

Well, not really. Theres a huge number of these kind of requests processed each day correctly, only a small percentage do not get processed correctly. It only seems that way because people only post when there is a problem.
