Upgrading to Premium : Legacy General & Troubleshooting

I've been trying to upgrade to the Premium account and pay by a CC online but it won't let me and every single time it tells me:
Transaction declined
We are unable to complete your purchase at this time. Please contact this site's customer service.
Click back and check to ensure your payment information is correct.
Let me know what to do next please.

It is most likely from you living in a high risk area, inputing information that doesnt match your credit card, using a gift card and not getting the right area code in there, or you are using a us credit card out of the us. We do have paypal as an alternative source of payment. Once again i am sorry for this inconvience we have caused you.
