This is very good for pvp especially if you have ranged abilities. What you can do is rent a flying mount that are in the game, you can dismount right before you zone and once your on the other side you should be flying without a mount therefore being able to cast spells and do as you wish. If you want to have the speed as the flying one simply cast levitation on yourself or get someone to then cancle it you should be able to run as fast as they fly.

you can cross chunk lines and it works after the 10min countdown. if you telaport say or rift you lose the flying and speed ability.

Confirmed. The hard part is the timing to avoid just parachuting to the ground before you cross the chunk line, but once you have that down it works like a charm.

There's no need to cancel levitate, though. You get the speed boost (but lose the flying ability) as soon as you levitate.

I'm not sure whether you will keep flying after the 10 minute rental wears off, because I didn't test that, but the speed does still work and will continue to work until you do something that changes your runspeed (like summon a mount). You can even zone and keep the speed.
