I never did finish my lvl 60 Destiny quest until I reached 80. Interestngly enough, all destiny quests will match your level so it will always give you a safe place to solo grind, and the level 60 one is good all the way to 80! Especially when you're tired of getting ganked during prime time just go into your little cave and solo it over and over. It will level right with you so the xp will increase as well! Just don't kill the final Boss until you're 80 and ready to do your lvl 70 Destiny quest.
You can solo the Villa Instance quests in the Noble district of Old Terantia each day as well, those are officially repeatable. Sometimes PvP in the middle of the "get-to-80" rush is annoying, so these hints make it much less painful.
