Detection as far as we know it works like this:
Server sees Player1 at their location
Now with normal runspeed in 10 seconds Player1 could at very most with every moment speed buff in the game and the best mount maybe get 50 meters.
Now if Server sees player1 get 3000 meters in 10 seconds the server knows its not possible so it flags the account as "hacking" and either 1 of two things happen: It creates a GM ticket for you to be looked at or 2: Instantly bans you.
Now the instant bans havent been seen so its more likely creates a GM ticket and a log record to be looked at when GM's get the time.
That being said its probably safe to run at 3x Runspeed but running at 40x runspeed or teleporting for that matter is dangerous.
