well, first you need to know what you want to build... for example crystalline carbonide. now you need crystallite alloy and carbon polymers. okay, now carbon polymers. that needs silicates and hydrocarbons... search the moons for them. then crystallite alloy. needs cadmium and cobalt. good, search for that too.
how do you do that? well, get a scan probe launcher and some probes. i prefer the discovery. 10 minutes are okay to wait for. warp to a moon (within 100km is enough, some pos's shoot on sight!), turn your ship so that it points to the moon and shoot a probe. without targeting anything or whatsoever.
the easiest way to mine materials is getting a small tower, a silo, a miner, and a coupling array. makes some mio isk, but who counts... if you found a moon you think is good enough, start mining... you'll get 100 units per cycle, one cycle is 1 hour...
okay, how to build that pos... first, anchor the tower, scoop some fuel into it's cargo and online it. after that, anchor the harvester, the silo and the coupling array. next thing: open the management console and the tab 'production'. select the product you like to mine in all structures. after that, drag the right icon from the harvester to the coupling array and the right icon from the coupling array to the silo. now press apply. after that, online the harvester, then the coupling array, then the silo. the harvester will start up after the coupling array is online...
well, after some weeks you will probably like to start making money. Well you'll need to invest more isk first... you'll need three silos, a coupling array, a reactor and a big tower. then you'll be able to start makeing money. get the reactions, crystallite alloy and carbon polymers. that comes into the reactor. in the management console you can see the reactor in production. why the big tower? well the medium one can't support the complex reactions...
now there are three possibilities:
-if you want to make crystallite alloy:
put your cobalt into one of the silos, cadmium into an other one. then set the reactor to make crystallite alloy. now link the two silos with the cobalt and cadmium to the reactor, link the reactor to the coupling array and the coupling array to the silo. apply that and start onlining the structures. i prefer to online the reactor as the last one...
-if you want to make carbon polymers:
well, setup like above, just silicates and hydrocarbons and silicates instead of cobalt and cadmium. plus, use the other reaction. online everything and feed the pos tower...
-if you want to make the crystalline carbonide:
well, you get the system, right? crystallite alloy into one silo, carbon polymers into the other one, link and online, use the complex reaction. should work out fine.
now you can either sell the crystalline carbonide or start building things like crystalline armor plates. whatever you do, you start making money from that point on.

if you have mega money and lots of time then starting a base is the way to go, if you are a solo miner then you need to be able to play eve pratically 24/7 to pull it off, you generally need loads of support to make it work.
The cost a lot of initial outlay in both money, and mins once in place you gotta maintain them with the fuel they need (very expensive or takes ages to mine)
Personally i would buy a mining pass into some alliances space, go deep into 0.0 and mine high-end ore then haul it back to emp where you can refine and flog it for mega bucks.

you getting the passes by speaking to the alliance who holds the space you wish to enter, not all alliances do this btw.
But basically if an alliance offers passes for entry into their space they will charge you a certain amount of ISK for the priviledge and then set you to friendly standings wise so you wont be shot.
