I get to proper range and click on "Open Cargo Bay" on the wreck but there is no one in the bay. How to I pick up the crew?

I thought the crew you had to pick up it jettisoned to a cargo container not a wreck?
Hopefully I am right, I know you can skip the first room to limit the damage you take for the second one
