That was EQ1- if a GM needed to talk to you, and you were being difficult, they would port you to a room in freeport sewers with no exits. I've heard stories about situations where people had gotten themselves into enough trouble to piss off a GM, but not enough to warant a suspension, so they would leave the toon in the room for a couple days as punishment...kinda funny, really.
AFIK theres nothing like that in eq2, although I could be entirely wrong. It wouldn't even require a special zone- look at the way the last adv. pack is packaged- theres techicaly only 2 zones in that entire pack- they just use 'wall' objects to chop it up in different ways. I've hacked those walls out of the zone, but its not as interesting as youd think, mostly because its very very easy to get lost in there
