Wait for the last window of the monsters spawn time and it should be forced to pop?

No lol, there isn't, and if there is it will not be made available on this site.
(This site is too large - it will be nerfed within housr of it being posted, and horribly abused, and massive bans will result).

And just cuz its the end of the window and it hasn't spawned doesn't mean it had to. If it has a window, that means it Lottery, and if its lottery, its DOESN'T have to spawn at all.

you have absolutely no control over popping monsters over and above the control that the game already gives you with regard to force-pop NMs
at best you can detect which PH the NM will pop after, but that requires knowledgeable .dat editing, but that does not let you force pop anything
