I have an nVidia Geforce FX5900 video card and have found my dark graphics solution in display properties. I'm not sure if this will work for everyone but Display Properties -> Settings -> Advanced -> Geforce Tab -> Adjusting the Gamma level from 1.00 to about 1.47 or so picked up the brightness (in FFXI) perfectly.
This may work for others as well (ATI, etc) if those cards have a similar gamma level setting in the display properties.

Also you can go to the plugins & services page and look for DXToggle.hack plugin. this is a gama adjusting tool that u can do INGAME. . . though when running in forced windowed mode, i cant seem to get a 100% match to the gamma settings of NON windowed mode.
This really only pertains to if ur going to use windowed mode for PIXEL LOCATIONS & PIXEL COLORS (as both will be off)

I find it strange that so many people are having gama problems in windowed mode. I have never had a problem using a Radeon 9600 or my Nvidia Geforce4. the gama setting match exactly. only thing I can say is either use the DX toggle plugin or try messing around with the cards advanced gama settings

Many people have experienced this problem, just because it doesn't happen to you doesnt make it strange. Without correcting the gamma setting you get a headache from straining in dark areas. If you don't have the problem, consider yourself fortunate.
The DX Toggle hack plugin was able to brighten certain models in the game while others remained unaffected, IE people in Port Jeuno were bright white while the area around the duty-free shop stayed very dark.
