As Duelist, you're going to be doing low damage. You want to be using the Grab (green fist) tactic. Not only will this give you a little accuracy and a big defense boost, but the majority of Duelist specials require Off Balance, which can only be achieved via Grab.
You have a few options. First, you probably want to break your opponent's shield. Make a macro /macro shield /use [slot and hotbar # of grab]; /attack; /use [slot and hotbar number of block]. Use this macro to break shields - it goes for the shield, then instantly switches to block. This way, your shield stays up while your opponent's goes down.
Once their shield is down, try shooting them with free fire until they get Off Balance. Jump backwards to avoid being interlocked. If you're fighting an Assassin and you have no evade, jump up when they go behind you to Punt - their attack will bug, and they'll be unable to use any specials for the remainder of the fight.
Once you've gotten then Off Balance, go into Interlock. Hit them with Duel Pistol Execution and then Pistol Slide. (I'm not sure if the timers overlap, but if they do, use the "Logic Cannon 2.0" exploit to use the two abilities back to back). These two will do a lot of damage, which you can expand on further by using the tactic switching exploit (switch to power once the ability's number has stopped blinking and became solid red). You can also hit Firearms Skill while doing the two other things for some serious serious damage.
After that, follow up with Pistol Aeriel for a stun. Pistol Barrage will usually Powerless, just cycle those along with Pistol Evasive for extra defense until your opponent is dead.
Another viable option you have is to make a hybrid SMG Duelist - a lot of people do this as Duelist tends to have low damage by itself. The SMG tree has two specials, Full Auto, and Full Auto Redux, which require Staggered and Dazed respectively. Those two attacks do massive damage, especially on Power with Firearms Skill. You can Stun w/ Aerial, Powerless w/ Barrage, then switch to Speed or Power, then let a FA or FAR loose for some devestating damage.
The best way to get good with a tree though is to use it often, especially in duels. You don't get good by fighting in PVP exclusively, because the numbers are usually off or the builds are usually different, which makes things biased. (Attributes say Guns beats MA beats Hacker beats Spy beats Guns).
Ok something else you should do is on your hotbar put speed in the first slot power in second grab in third and bind interlock to the f key so you can just use the 3 key press f then switch to speed so they cant break your shield then do this again untill it breaks get your clamors out and daze who ever your fighting use dual pistol dash then use redux.
