This will give you a +50 Mind buff that increases your power pool alot. It is a 60 minute duration buff that will reset anytime you zone or log.
I have had this on my biotechnician for awhile now but couldn't figure out what i had done to make it perma. I just got it again on my Sapper and realized how.
First, you need to finish a couple of missions in Palisades, specifically it starts at the Walk of Giants where you pick three flowers to take to Warden Brocail who is SW from the Walk of Giants...he is in front of the instance Temple of the Bowed Patriarch. He will then set you off to Hightower Outpost and then Lake Elinor...once you have completed those you are told to return to Warden Brocail for admittance. Speak to Warden Brocail then behind him you will have to speak to Warden Tyne before entering the Bowed Patriarch instance.
I am not sure if this matters or not but this is how I was doing it. Once inside instance you are given a choice to save either an Old Man or a Young Boy...I have always saved the Old Man and when you speak to the Bowed Patriarch she gives you the +50 Mind buff.
The key to keeping it as far as I can tell is once you leave the instance, DO NOT talk to Warden Tyne. Hence you do not complete it and you keep the buff until you do...The reason I think this is the key, is I have done this on another toon and completed it and he does not have the buff anymore.
I have not done any of the other Eloh Temples yet, so if perhaps they give you buffs as well, you can keep them if you dont complete them.

If you choose the Young Man instead of the Old Man you will get a +50 Body buff instead of +Mind ..
Enjoy!!

This has been nerfed.
If you leave the area without completing it, you still have the buff. But it doesn't give you the bonus anymore.
The buff only seems to be active after you turn it in.

It is actually worse than that, the buff works, but the game gives you an invisible -50 to whatever stat you have buffed if you leave.
So if you die, and res, you actually no longer have the buff, and have 50 less of the stat you wanted buffed.
It is highly recommended you finish that quest to get rid of the -50 stat penalty.

SkyPhantom (!empty($user->lang['WROTE'])) ? $user->lang['WROTE'] : ucwords(strtolower(str_replace('_', ' ', 'WROTE'))): It is actually worse than that, the buff works, but the game gives you an invisible -50 to whatever stat you have buffed if you leave.

Confirmed what SkyPhantom stated.
I do believe this bug is being looked at.

If you get the +Mind it seems to work a lot better than the +Body...I actually just this minute changed to the +Mind on my ranger from the +Body.
This bug is still working it just can do some weird things from time to time...nothing at the worst canceling the buff and relogging or zoning won't fix.
I am the one who introduced it and I still have it on like 5 toons now...I was able to change my ranger buff by simply Abandoning the mission (even though it said (completed...talk to Warden Tyne) and I didn't talk to him outside but instead went inside and he was inside and started it all over again so i could get the +Mind
Yeah I am sure they will be addressing it sometime...which will suck cuz I really enjoy the power boost it gives

The -50 reduction I was able to reproduce but it doesn't look like it actually drops your regen or power below base level...
It said I had 21 Mind and my regen was 186 .. thats is my base regen. My buffed regen is 230...so I believe it is merely a "ghost" effect.
I relogged and BAM i was back to 122 mind np...
