.tbl viewer : Hero Online Discussions

has anyone found a program that opens .tbl files? I found one that only works for another game (diablo2) and I've been searching forever. If I could get my hands on one I could deffinately make some worth-while programs that would rip the game inside-out

there is one on this site but most of the text in the tbl files is characters and dots. no plain text. And the plain text that you find edits just that. Text.
