 Easy leveling without quests : LOTRO - Submissions

This will take a while, but is worth it. Basically, you want to be an elf. Go through the beginning until you come to Thorin's Gate. Then, for as long as you need to, go out, find frozen lakes, and level up a lot by killing beasts that live there. If you do this, and then complete quests, you will level up faster, and you can keep doing this for as long as you like.

So, killing monsters grants you XP, which allows you to level up?
