The 3rd or 4th newbie quest from the Matron of the Nursery at the Fae starting point is called Herbs of Healing and Growth. She sends you to harvest 5 faeicia plants, which are a stone's throw away to the west. Each harvest will improve your gathering skill by 1 regardless of your current skill level, all the way up to maximum. Harvest 4, delete and get quest again, repeat.
