Once you get a Silver Shafted Arrow you can do all 10 shots w/ that 1 arrow. There will be a 2 second cast timer when you click on the arrow, however the achievement counter is given to you right away. So upon clicking and before the cast ends, move or jump to interrupt the cast.

You keep the arrow and the counter goes up 1.

I'll try this later tonight, waiting a bit because everyone and their mother is running around clicking on guards

Confirmed, counter goes up as soon as the item is cast, so you are able to interrupt the cast and get credit for all 10 wioth 1 arrow.
