No VGExtremEXE file. : Vanguard Discussion

When i click on the link to download vgextreme 1.13 all I get is two files.
An

Changelog.txt
VGEWrapper.dll

From what I gather in the forums there should be an exe file. Can i have a like that works and has all the files in it. If this is no longer a working program just let me know.

Ok I am also newb and do not see anyone trying to help. I am so newb that I need a total guide. I turn on computer and hope it works. Does that explain to you how newb? I would like to use vgradar but cannot as it says to download or unzip into vgextreme folder. I am sure that just did not magically happen somewhere in my computer. Ok so where is this file? It is not in anyof my vg files that i can see and did not expect it to be flashing a neon sign but for all the newbs out there can you not do a simple guide 101 style. On coreui I could download it because it has an instruction sheet built in that was so helpful but where is any instructions for the vgextreme radar guide. Where do i put the files where do i get the vgextreme original one it says to unzip to where is it OMG Help. I have been a member for a year and would trully like to use this .
