Permissions of using eq2extreme.dll : EverQuest 2 Premium Discussions

I have a question about using the eq2extreme.dll as a native DLL in a visual basic.net application. Is it permitted to just define eq2extreme.dll as a reference in a .NET project and make calls into the native DLL in that manner as long as I publish any work here in this forum?

I am most interested in just developing my own applications using the DLL.
