Hello my siguestion is you allow people to check out using their pay pal account balance, for people like me who use gift cards to refill their paypal accounts not credit cards

I agree however the problem came from too many fake accounts. We implemented this because of the high volume of scammers out there. We would love not to require that, but as it stands we have to have it
