You dnt get 24% this is well known to any1 that has used this buff.
Before the nerf every1 used 24% an unstoppable an reactive health stims on mando's etc ... remember the days when a single mando could walk into a group of 15 ppl an kill them all??
What they did an this was almost a year ago is put all reactive heals on a timer so u cant get it to fire more than once every 3 or 4 secs so instead of wasting extra points gettin 24% an still only gettin it to fire every 4 secs ppl dropped down to using 6% as it works just aswell due to the timers.
This was well documented on the SWG forums.
An after all that its a nay from me.
What you say is only partially correct.

It does not work "just" as well.
The reactive heal timer is, 1 heal every 3 seconds.
With 6% chance to fire you will miss out on a lot more heals than 1 every 3 seconds.
With 24% you are basically healing on average 1 in 4 attacks, and if you figure you get hit at least that many times, you have a much greater chance of healing every 3 seconds.
A lot of people I know and have tested with settle for 18%, since you are generally getting hit by more than 1 target, and by attacks coming at less than 1 second, you have a chance to heal fairly often.
People who still claim 6% is just as good as 24% are just wrong and following ignorant hype from people who claim to know what they are talking about.
Do your own research, figure out what works best for you, check and read your combat logs, do some math, its all there.
