Changing servers does reset the respec cost, but that costs $50 with items.
As for the part about the grind ent and transfer for combat toon its already here and its been nerfed. I vote NAY.

Forgot to add that this also leaves you on another server, not too many people want to leave their server after getting settled in to the point their respec cost would be high. Or you could transfer back to the origanal server for another $50. So pay $100 to save on in game respecs ... bad use of rl money tbh. If you choose to transfer without items you lose all items in datapad inventory and bank and some items you won't be able to get from quests again since the quests have been completed for example buff crystals and such.
