It's quit simple as soon as you enter inside a player city garage zone walk around bringing your car out and in until your on the edge and BAM!! its repaired

There's no decay in the game anymore. This, unfortunately, does not apply to the game.

It can apply somewhat, I have seen a couple vehicles in pretty bad shape after NGE hit. But, your basically right, psycosis, since there is no decay, no one really needs to fix their vehicles for free....
