I did this with two accounts just because I didn't want to delete my second character because this involves a lot of that. So I'll tell you how I did it.
First have a character that you want to be mayor logged in. Get a City Hall for whichever planet you want to place it on, but be warned many planets have capped so you need to figure out whether you can actually place a city on the planet.
Now buy at least 10 small houses that can be placed on the planet that you are setting up as your city. It helps to have two accounts here because you most likely will be setting up far from any major cities.
Have you main character hold all the houses. Find a decent wide open area and place your city hall. Once you do that, bring your other character to the city hall. (This character can be either on another account or your second character slot. You'll have to think it through when using a your second character slot in that you'll have to figure a way to transfer your houses over to the other character everytime you delete and create a new one) Now before I get too far ahead let me continue.
So you get your other character out to the city hall. Now place a house which has just been traded to you from your main character. Add your main character to the admin list and whoever else you may want because if you don't the house will be un-useable. Declare Residency inside the house and delete the character leaving your main character logged in still. Now create a new character. Just leave everything at default and don't worry about names or appearance. Now send this new character out and do the same exact thing. Keep doing this over and over till you get a decent sized city possibly even the highest rank. You will have to wait for the advancement, but it's well worth the wait.
This DOES work and I'm currently doing it. It's not really an exploit, more like using the games system to your advantage. Hey, they let use have a second character slot, if we want to use that to our advantage, why not? Also it may be easier to do this with a friend if you feel necessary, but I did not however use anyone. I have a ghost city that I will eventually bring in REAL people to, but only when I have a decent rank and will not have anything to loose if one of my citizens leave.
UPDATE: Don't know for sure exactly but I think if a house does not get maintenence and the character has been deleted for 24-48 hours with nothing done to the house, the house gets deleted. Now this does not affect you in any way other than give you more space to build which is great. You keep the citizens. But, I'll have to check this again. I went to my city on my crappy family computer and couldn't see the houses in world or on overhead map. But, if this is real and I've already confirmed you keep the citizens, this is an awesome way to keep space open for REAL people LOL.

the problem with this is you can only make a character every 15 minutes, and you could be easily voted out by anyone.
what server did you do this on?

I'm sorry to say this has been nerfed. So to save people from wasting 5k per small house or more for the bigger I'll just tell you this: When you place a house with a new character, declare residence, and then delete the character, there is a timer before the house is permanently deleted. Before this didn't matter except that you no longer had the house as storage, but you kept the citizen. Now when the house leaves so does the citizenship of the character. This does not affect any of the characters that were previously already deleted and still had citizenship. Hope this helps. Really pisses me off though.

Makes sense. Been waiting for them to do somthing about this. I know we still have our toons that we made 5 days ago. But with 27.2 out now. May have fixed it. But once we got shuttle. We didnt make anymore. Shuttle is really the only thing wanted in the city.
