SOE developer Stenk posted a suggestion to help us further improve the game performance. This tweak is automatically turned on for some players, while other players may have to edit their vgclient.ini file to enable. You can read his post here.

This bUseEfficientTextures feature of the ini was primarily for our testing department to confirm there were no problems with the efficient textures. What the setting does is prevent your textures from using *any* system memory at all. There is no visual difference - the only difference is where the textures are stored. Having the setting set to True will save *huge* amounts of memory as you run around the world and load in new textures.
All players should have bUseEfficientTextures=True in their VgClient.ini. The efficient texture stuff was pushed out a little early (so only testers could turn it on and confirm there are no problems with it). The downside is that it added bUseEfficientTextures=False in many players VgClient.ini.
For game update #2: the new texture setting will be the default, it will also not be a toggle - it will be "on" for everyone, all the time. For the time being, some players may need to edit their VgClient.ini and set bEfficientTextures to True. If that line doesn't exist, you may add it to the bottom of the [General] section. Just copy and paste: "bUseEfficientTextures=True" . If you don't make the setting true in your vgclient.ini, nothing drastic will happen - you just won't see some of the performance boost until game update #2.
Players with 1GB of memory will probably see the most significant FPS and hitching benefit of the new texture setting. We hope you guys see some nice improvements =)
