If you follow the road out of Grimsea Watch (I usually take a boat to Martok Coast, and swim all the way west to the newbie area), there is a Grand Scar NPC under a natural rock archway. There is also a rogue that you can't combat, but she can hit you -- ignore her. He is level 20, and he has a level 5 friend. As a rogue, I pickpocket them both, one-shot the level 5 pup trainer, then pull the Grand Scar straight back (opposite side of guards, obviously -- rogue will not assist, but the level 5 will if he's up). I pretty much two-shot this NPC with 25 damage daggers if I crit -- sorcerors would probably have no issues nuking him down. The only issue really is he casts an attack slow spell (that seems to slow my movement rate too, it's not in the description though), I usually just throw flash powder in his face to stun him when I hear him cast (he has no real animation - he's on a horse). Anyway, experience movement per kill at level 22 and almost no danger. Be warned though, he gives a huge faction hit, you'll be KOS in no time (-1000 to Port of Martok I believe) if you weren't already. His corpse has a tendency to instantly poof, but in general he drops all of the random level 20 mob crap, and 9-20 copper. I don't think it's a good idea to macro this area, as it is a newbie quest NPC and you'll want to be at your keyboard in case a GM shows up to bother you about being a bot.
